The higher rate was due to a couple of big events that likely won't be repeated; The Farm Tech Days and some Marshfield Clinic projects that drew outside resources. This TIF simply brings more of something that the City already has. Marshfield has enough of what this development would bring.
Government shouldn't be making an investment in this project. The hotel industry of Marshfield was created by private investors. The owners of these properties did not receive this type of help from any form of government. They have been paying their property taxes and supporting the community for years.
If the market demands more of this type of service, than the market will provide it. He is not saying that another hotel should not be built in Marshfield.

With another 86 rooms brought to the market it will definitely impact them. The City currently has a number of nationally branded and independent lodging destinations providing a variety of inventory for guests.
With no foreseeable new demand generators, to justify that inventory increase, they see a failure to involve the municipality in this private enterprise.
